Distinguished members of the European Council and Commission:
During 300 years of Russian occupation, Chechnya has experienced the "benefits of colonisation" in the guise of the cataclysms - massacres, destruction, and mass deportation - which have taken place every fifty years or so.
During the last seven years, almost 150,000 inhabitants of the Chechen Republic - 15% of the population - have lost their lives; 250,000 are refugees and are living, for the main part, in inhuman conditions; tens of thousands of civilians and members of the resistance have experienced, and continue to experience, the reality of the gulags of "democratic" Russia: concentration camps, torture, rape, extortion and summary executions. Every day the list of the dead, wounded, and maimed gets longer.
You are aware of these figures. You are aware of these facts. They are not those of the Stalin Era. They are happening today. They are happening in today's Russia, the Russia ruled by your colleague Vladimir Putin, a Russia that is losing itself as it tortures Chechnya.
Distinguished members of the European Council and Commission,
You have no choice, unless you prefer to continue to betray the values and ideals of the European Union and of its member states. You have no choice, unless you prefer to become not only partners in crime through your omissions, but conscious allies of the perpetrators of these massacres and therefore direct actors in the Chechen tragedy. You have wasted too much time. There is, however, one last chance to take action:
- you must call on the President of the Russian Federation, Mr. Vladimir Putin, to negotiate immediately a process for the decolonisation of Chechnya with the legitimate President of the Chechen Republic of Ichkeria, Mr. Aslan Mashkadov;
- you must proceed unilaterally to recognise the Chechen Republic of Ichkeria.
